PRE-AMBLE
We, the delegates to the 3rd National Youth Convention (NYC III) 2007 held at the Kenyatta International Conference Centre (KICC) between 11th and 12th August 2007

UPLIFTED AND INSPIRED by the success, triumphs and progressive young of Kenya have witnessed 10 years after the first NYC in March 1997 and the NYC 2 of February 1998; in the fields of entrepreneurship, politics, sports and the arts, in the voluntary and civic sectors, the public service, the corporate sector, the trade unions, the professions and in the gender and children and other movements;

KNOWING that we live in a period in the brief history of our independence faced with major challenges including leadership challenges, youth marginalization and disempowerment, national economic, cultural and technological dependence; national governance and identity crises; poverty, HIV AIDS, regional, social, gender and intergenerational inequalities and injustices; globalization and its concerns like terrorism, war, climate change/ global warming and environmental destruction among other challenges;

WILLING, CAPABLE AND COMMITTED to organize, to liberate, transform and recreate our republic from its current state of neglect, plunder and disorganization; as a strategy towards building a democratic, prosperous, just, equitable, peaceful, and secure nation as a starting point of leveraging our nation to play a decisive role in the African and global stage;

FURTHER DEDICATING OURSELVES as young people to sacrifice, devote and offer ourselves to undertake this our mission with commitment, passion, integrity, discipline, founded on principles and values

Do hereby resolve as follows


1. ON RECREATING THE REPUBLIC: THE AMBITIONS OF OUR GENERATION

1.1. That the 3rd national Youth Convention hereby adopts as its guiding document the “Re-creating our Republic, The ambitions of a generation” as its Program and call for its continuous review and updating; and for the widest circulation of the document to all young people and to key public and private actors in our politics, enterprise, social realms, to international partners and to other stakeholders.

The NYC III further makes the following declarations and resolutions (highlights 1.2- 1.7) to be read together with the text of “Recreating our Republic, The Ambitions of a Generation”.

1.2. Employment, Entrepreneurship and Investment:

Acknowledging the high rates of unemployment and underemployment in Kenya,
Recognizing that entrepreneurship and financial investment is the best alternative to secure livelihoods,
We hereby resolve:
• To establish an online network that promotes and educates youth on Investment ;
• To promote a culture of savings and investment among young people ;
• Establish a Youth Economic Committee that shall – establish decentralized business solution and incubation centres;
• Increase participation and representation of youth in devolved funds to ensure access of funds to youth (CDF, LATF affirmative action in disbursement)
• Promote equity in employment (affirmative action);
• Review of the Employment Act: Living wage, Advertised rates for foreigners same as Kenyans;
• Promote tax exemption for embryonic youth enterprises for up to 5 years
1.1.1 Facilitative environment
i. That provision of electricity and infrastructure in Kenya’s arid and semi-arid areas to facilitate livestock products processing in abattoirs, this shall be through the local authorities, constituency development funds, youth enterprise development fund and other devolved funds.

1.3. Corruption and Governance

Noting with concern that our leaders past and present have continued to perpetuate corruption at the expense of Kenyans,
Recognizing that good governance is central to the advancement of our nation,
We the Group discussing issues pertinent to corruption and good governance seek to address the national crisis we are in by ensuring that the need to have a criteria-based election strategy is put in place.
We therefore state that:
1. We shall not vote for people who have been publicly mentioned as being involved in corruption;
2. We shall not vote for people who have shown disregard for the respect of human rights and rule law; and
3. Keeping in mind that there is need to balance between experience and the energy of youth, we nevertheless will deliberately seek to ensure that there is an increase in young people as parliamentary and/or civic representatives.



1.4. Transitional Justice


Noting that we must make the decision to confront past injustices through establishing truth, accountability/ prosecution, reparation, institutional reform, memorilization and reconciliation ;
Noting that colonial and post –independence injustices are continuously manipulated and perpetuated;
Noting that there is a lack of political goodwill to tackle and undertake transitional justice policy;
Noting the importance of accountability, breaking culture of denial and silence, and unmasking manipulation and distortion of truth;
Noting and aware of the forthcoming general elections and its implication to the young people and future of the Kenya;

• Campaign for the establishment of mechanisms to facilitate comprehensive transitional justice to bear in Kenya;
• Advocate and lobby for an affirmative action to address historical socio-economic and decision making marginalization of the young people ;
• Vehemently resist rehabilitation and repackaging of perpetrators of injustices and violations ; and
• Institute and launch massive campaign for lustration and vetting of the people intending to occupy public office either elective or appointment.


1.5. Towards a new constitutional dispensation and institutional framework for our republic

1.5.1. That the young people of Kenya reject the prevailing current constitution. We declare that this constitution in neither popular, homegrown nor does it serve the values and interests of the majority of the people of Kenya.
1.5.2. That NYC is hereby mandated to facilitate the Publication of a young people compiled Draft Constitution of Kenya; improving on all the drafts and constitutional proposals so far developing and effectively resolving the critical areas of contestation.
1.5.3. That the youth inspired and driven Draft constitution be prepared by an NYC III technical committee.
1.5.4. That NYC III establishes 210 constituency Youth Assemblies to offer the youth organs to coordinate and enforce a new constitutional order in Kenya
1.5.5. That young people reject the division and polarization of the country on the basis of regionalism and negative ethnicity. We shall through the new constitution ordain common values that apply to all of s Kenyans to unite us as a nation.
1.5.6. That we actively oppose all legal, political and other tactics being applied by the current regime to further entrench the unacceptable system that violates the rights of young people and Kenyans. We shall oppose the passage of the Media Bill and other retrogressive laws that Parliament has passed aimed at slowing democratization in Kenya.
1.5.7. That we as the young people of Kenya demand for reforms now, which reform process is going to be owned by the young people effective this NYC III.

1.5.8. That young people shall apply various Strategies aimed at securing a proper process for negotiating and agreeing on a new constitution and
1.5.9. Civic education on the constitution to be carried out in all parties of the country targeting all sectors and citizens.
1.5.10. Mobilizing young people to participate in all constitution forums and in particular the constitutional drafting and negotiation bodies.

1.6. Inequality and Identity

We, the participants of the NYC III inequality and identity group having extensively discussed the issue in the context of institutions, education and affirmative action:
Note with concern, the lack of transparent and democratic mechanisms to facilitate equitable participation of youth within all areas of policy and development processes, including spaces in civil society;
Aware of the urgent need to reform the education sector to equip youth with appropriate skills to meet the modern challenges of economic, social and political development;
Bearing in mind that youth and other groups in the peripheries of society are not a homogenous group;
Recognising the need for a national recognition of the crimes of historical dispossession, invisibility, injustices and discrimination against vulnerable, minorities and marginalized groups of our society;

We hereby resolve to:
 Proactively engage in developing synergy and identify strategies that ensure meaningful, adequate and equitable representation of youth in institutions and platforms, including and not limited to the Parliament, Civic and local authority spaces;
 Call for the reform of the education sector to emphasize on talent development as well as provision of free or affordable secondary, professional and technical education;
 Lobby the government, political parties and private sector to put in place laws and institutional frameworks that ensure affirmative action in investment and other economic opportunities for youth; and
 Begin a campaign to ensure that the 50 parliamentary seats designated for women be reserved for young women and women from marginalized communities (physically challenged and minority groups).

2. YOUNG PEOPLE’S POLITICAL AGENDA IN 2007

2.1. That Young people will engage in the 2007 general elections on the platform of the following 11 Principles;

i. To establish a strong equitable economy that support Kenyan entrepreneurship, savings and capital formation, employment creation and greater investments in Kenyan industries by the people of Kenya and particularly young people.
ii. To end corruption and institute clean accountable government by putting in place a leadership that shall review the legal framework governing the fight against corruption.
iii. To end social conflict and ethnic tensions by establishing new systems
iv. To Addressing historical injustices that have affected the women of Kenya, marginalized and minority communities, communities who have suffering human rights violations and atrocities. We need a truth Justice and reconciliation framework
v. To facilitate and advocate for the enactment of a new constitutional dispensation through a Constitutional reform process that is effective and people driven and informed by the youth interests.
vi. To overhaul all colonial laws, reform those laws that impinge on the people’s economic, political and social freedoms and rights and enact new progressive laws.
vii. To overhaul the justice system to increased access to justice by reforming the penal system, the judiciary and its rules and by reforming the relevant laws to uphold human rights and freedoms.
viii. To put in policies to revamp water safety, access and catchments areas protection and to revamp the environmental conservation policies to secure our country from further depletion and destruction.
ix. To overhaul Kenya’s subservient and reactionary foreign policy and put in place an independent foreign policy of peace that shall protect Kenyan interests, instigate the speedy realization of Regional integration and African unity, and promote the principle co-existence of states with different social systems, respect the sovereignty of other states, respect for human rights and freedoms as enshrined in the U.N. Universal declaration of Human Rights and the respect of other principles of international law.

2.2. That the specific targets of the young people of Kenya in the 2007elections shall be the following;

2.2.1. To field 180 youthful candidates across the countries.
2.2.2. To support political parties which organize on the basis of progressive nationalistic and transformational platforms. We shall name, shame and discourage fellow young people from supporting parties that organize on the basis of ethnic ideology and reactionary politics.
2.2.3. That the current crop of Members of Parliament and political leaders be voted out in toto for betraying the aspirations of Kenyans.

2.3. That we hereby endorse the Women and Youth Alliance (WAYA). We shall establish 210 constituency youth Assemblies that will coordinate the electoral agenda and a National Youth agenda that is coordinated at the apex by a WAYA electoral Support Centre to be located at the Youth Agenda.

2.4. That the WAYA candidates shall commit themselves to a post election action plan that shall be developed and coordinated by the WAYA.

3. ON REGIONAL INTEGRATION AND AFRICAN UNITY (removed)

Amendment: all statements on, or relating to African unity to be removed until substantive discussions are had on this very important and controversial issue.

We resolve;

3.1. That African unity is a priority. It is the framework through which political, moral and social accountability shall be enhanced and realized within our nations and societies in Africa. The end to the atrocities, murders, poverty, deprivation and dehumanizing conditions of our people all over the continent who continue to suffer under the hands of unpatriotic, despotic and fascist regimes such as in Ethiopia, Eritrea, Uganda, Sudan, Chad, Nigeria, the Gambia and Zimbabwe and in failed states such as Somalia, among other countries can not be ended within the current AU principles of non interference in internal affairs of member states. The formation of United States of Africa will hasten the process towards ending impunity clothed within the paragraphs of state sovereignty. Impunity, fueled by illegitimate militaries that serve no good than as consumers and markets for European, North American and developed countries’ military industry weapons of human destruction shall be uprooted with the establishment of the an African government. (Remove or rephrase)

3.2. That we support the formation of Pax Africa (An African Military) and the formation of the United states of Africa (USAf). The young people shall only vote for a presidential candidate in the 2007 elections who unequivocally rejects the minimalist-gradualist stance taken by most African leaders and governments including President Mwai Kibaki towards the urgent and progressive Panafricanist demand for African integration and unity. Young people shall therefore undoubtedly endorse leaders who champion for the fast tracking of African Unity and the formation of a United States of Africa.
3.3. That the young people of Kenya shall only support candidates for parliamentary and presidential seats and political Parties that unreservedly endorse the immediate and urgent mission of East African political integration and African integration. (remove)
3.4. That the Young people of Kenya shall hence forth establish forums and campaigns for the fast tracking of the East African Federation and for African Unity (remove) where political education, awareness and mobilization for this value shall feature.

4. ON GLOBAL PARTNERSHIPS AND TRADE

4.1. Young people shall support partnerships that are founded on principles of justice, empowerment of poor economies and nations, promote local investors and

That young people shall not support the principle of free trade but fair trade that appreciates that free trade is not achievable under highly protectionist regimes operated by the developed world while poor countries are forced to endorse catastrophic trade policies including unmitigated liberation, privatization, zero tax zones, deregulation and removal of tariffs to open up markets for developed countries.
4.3. That young people have and here by reject the EPA framework arising from the ACP-EU framework. The EPA framework shall further enslave the African peoples and return their economies under the control the Europeans and other develops countries.
4.4. That young demand that
4.5. That reform to the WTO spearheaded by African countries be undertaken urgently to ensure the WTO is used by the rich and powerful member countries to entrench unfair trade as is the situation today.
4.6. That reforms to the UN security council and the Assembly be undertaken

5. ON AID, DONOR DEPENDENCY AND OUR ECONOMY

5.1. That foreign financial, technical and other strategic aid that has since independence been channeled to the Kenyan government, NGOs, trade unions, religious bodies and other civil society organizations and movements has institutionalized dependency, conditioned our county’s development and foreign policy to serve foreign interests, has disempowered our people and led to a debt crisis. Foreign development Aid has insulated our government from political accountability and created a climate where corruption and violation of Human rights are operated with impunity.
5.2. That while aid is useful in promoting the realization of development goals and in particular the Millennium Development goals and other development projects and initiatives, young people demand that a national aid- weaning plan be put in place that shall make Kenya and the East African Community/ Federation an aid-free zone over the next 10 years.

6. ON YOUNG PEOPLE TAKING OVER LEADERSHIP BY 2012
6.1. That young people shall consolidate the gains made over the last 10 years of structured engagement by unveiling the youth Movement organized around the National Youth Convention. All progressive and competent Youth movements in Kenya shall be consolidated under one umbrella body supported by the NYC framework.

6.2. That the NYC shall be organized around;
i. A common Young people’s nationalist, progressive and revolutionary vision and agenda.
ii. A common mission to promote the realization of the ambitions of our generation and to combat all threats to the realization collectively and
iii. Common values, standards, principles and code of conduct.
iv. Appropriate innovative, effective and efficient strategies and structures.
v. A membership that shall include young people in enterprise, politics, civic and voluntary sector, youth in sports and the arts, scholarship and academia
6.3. That young people shall coordinate the take over in all the social, state and market institutions inspired by the principle of intergeneration equity using the various
6.4. That young candidates who meet the requisite standards and ethical and other qualifications as shall be stipulated by young people shall be fielded in all the parliamentary and civic seats
6.5. That young people shall field a young presidential candidate

7. ON IMPLEMENTATION OF THE RESOLUTIONS: MECHANISMS AND OPERATIONALIZATION STRATEGIES

7.1. That the 4th National Youth Convention (NYC IV) be organized within the next one year to offer young people a chance to evaluate the implementation of the NYC III resolutions and to plan forward.
7.2. That the 4th National Youth Convention (NYC IV) should be organized informed by the following standards and guidelines;
 Young people should contribute finances, skills, information, networks and other resources to facilitate the effective convening of the convention

NYCIII SHOULD ADDRESS THE PLIGHT OF A REVOLUTIONARY GENERATION.

Over the last one-decade, young people in Kenya have ventured into various political activities with an aim of shaping the future of this country and creating a niche for themselves to get into positions that affect policy formulation and governance. The first national youth convention held in 1997 suggested possibilities and strategies of young people organizing themselves and bracing for leadership. At that time it was so common for most of senior politicians saying that the youth are leaders of tomorrow. It’s a big challenge today to the youth of that time to realize that yesterday’s tomorrow is today. Therefore its pertinent as we near the third national youth convention in august for the young people to look back and see how much has been achieved since the last convention was held. The matter of progress must be well scrutinized and assessed as young people especially those who participated in the first and second convention prepare for the next national youth convention. It’s also important this being an election year for youths to know how many people are keen on advancing to national leadership as a result of this kind of civic education. So far a number of young people have declared interests in vying for parliamentary seats, but it’s yet to be seen if such a move will help young people get to the helm of power. Its though a pity that a number of political parties and even presidential candidates have little attention to the issues concerning the youth within their manifestos and visions respectively. It’s however significantly noticeable that only Ford Kenya as a party has given room to full participation of young people in their activities. according to a report in one of the local newspapers its also commendable that some young people have resorted to forming and running their own political parties as ripe grounds for bargaining such groups include the Vijana Progressive Party(VIPA) and the Kenya youth movement(KYM) and youth lobby groups like the Kenya Young Voters Alliance(KYVA). The biggest challenge during the convention should however focus on more serious avenues to power for the young people. It’s important to develop a National Youth Manifesto that should be the target of achievement for whoever will win the forthcoming general elections. It should also be noted that as the young people clamour for positive chance all political advances and support should be ideologically based and not necessarily assumed that age is an automatic qualification for one to cause positive change within the political, social and economic circles of this country. It’s however challenging that a number of young leaders have not embraced any specific ideology that can be sustained for years. The revolutionary generation should ensure that a policy paper for posterity is drawn, just like what the communist party under Fidel Castro did in Cuba after taking power in from Batista .they had sustainable policies and ideologies that have remained consistent to date. Most of the professional and politically conscious young people who are ambitious are so determined that change from poverty, corruption, insecurity and negative ethnicity will only be realized through them. That is why the young people should be more aggressive and be more focused as we approach the elections for this is the only opportunity to exercise their democratic right by electing a president who will be conscious of handing power to a younger generation. Thus its main focus should be to develop a political ideology that can make Kenya an economic superpower through use of intellectual human and natural resources The NYC III should therefore be able to come up with a unique and most practical way to realization of meaningful socio/economic/political change in line with modern challenges to governance. The Third National Youth Convention Set for Nairobi

The Third edition of the national youth convention is set to kick start, coming Saturday The 11th to 12th August 2007 in Nairobi. This will take place at the K.I.C.C.
This is the event that falls on the weekend that marks the international youth Day is earmarked to be a platform drawing together up around 2000 young people from around the country.“Organize, Liberate, Re-create Kenya”
The convention which draws together movements, leaders, networks and young peoples’ grassroots’ initiatives seeks to provide space for the young people to focus their discussions and resolutions along the following themes:

1. Ethical and transformative leadership: Leadership is the most important pillar of recreating the republic. Kenya’s institution of leadership today is characterized by mediocrity, lack of vision, impunity and corruption. This leadership is largely accessed through inheritance, violence, corruption and on the basis of tribalism. The leadership (not merely leaders) that Kenya wants today is ethical, accountable, visionary and transformative leadership at all levels which is founded on sound principles, standards, values and expectations. Kenya requires a new leadership that is visionary, based on knowledge and research and that is faithful to the true interests of our republic.
2. Resolving our identity “dilemma”: Culture is a paramount pillar of the project of recreating the republic. We have witnessed a culture in Kenya dating back to the pre-independence period a culture of treachery, betrayal, and exclusion; a culture that rewards the bad elements and those who do not work and punishes those who do well and those who work. It is a culture of injustice. The youth have suffered most through out history on modern Kenya. We want to define a new value and cultural framework that supports the vision of a new republic. This requires that we must engage in resolving our identity dilemma as a republic and define what the acceptable, celebrated and popular Kenyan culture is. We want to define a new “Kenyan-ness”.
Inevitably this must happen within the context of regional integration processes, the role and place of citizens in the East African Community (EAC) as well as our position on (and perhaps in) the Union of African States.
3. Equity: factors, actors and influences (as they influence resource allocation and distribution): Our current political process is to a large extent based on “personalities” rather than “issues”. Political institutions such as political parties have been blocked from evolving and becoming institutions of political participation and good governance. Ours is “politics of exclusion” that excludes young people, women, people with disabilities and minorities and sections of the country that did not vote for the sitting president. The political leadership largely performs in ways that betray national interest and serve the narrow elite interests of those in power! The youth have suffered under this political order. The youth have become the fodder for this political order not the foremost drivers of the national agenda and governance. No sector is served best under this political order. This political system must be transformed, if not Kenya will diminish, not emerge stronger in this new millennium. The environment will collapse, dependency and inequality will increase, poverty and unemployment will increase and the independence of our country will be jeopardized.

The reformed political order envisaged by young Kenyans must be designed to guarantee and serve equity. Our politics must feature institutions, actors, factors and influences that support the vision of the new republic and society we want. We want the management of the economic resources, power, opportunity, deference and all interests and endowments of the republic to be done in a way that equity is guaranteed.
4. Economic management – innovative production and efficient distribution: the economy is so important a pillar to the success of the vision of the new republic the young people of this generation want to create. The Kenyan economy remains small and weak to offer 33 Million Kenyans the opportunity to meet their needs and a decent living standard; it is dependent on foreign forces, underdeveloped and inefficient. It is neither a just nor fair economy with limited training and skills development, limited research, inaccessible capital resources to the majority, dismal wages and an unfair tax system. We want a strong, innovative and efficient economy.
An economy based on innovative and efficient production and efficient distribution shall benefit the young people- the majority and most productive members of our society most. This will mainstream the fundamentals of innovative production that serves the innovation that is a characteristically best identified with young people – the innovator of our country but also ensure efficient distribution of the production of our society. This is the secret to innovation, creativity and opportunity and therefore a strong and dynamic economy.

5. Responsive social institutions: we want a reliable health care system, a transformational and empowering education not just for employment but for powering the thinking and informing the creation of new better society; we want a dynamic and strong labour, and a dynamic and dependable social security system. We want a media, families and religious organizations that are responsive and not obstructionist, to the aspirations, dreams and goals of our republic.
Towards this end the organizing secretariat has set up a media mechanism aimed at working and furnishing the press with crucial information even prior to the beginning of this event, as way of better informing and enhancing public awareness and participation.
This is going to start with a media breakfast meeting on for senior editors. The aim being to spent time with the media and facilitate comprehensive and in-depth coverage of the young people-related issues and concerns at the convention.
Meanwhile journalists are invited to pay visits at the organising secretariats office and find more information and conduct interviews with members of the organising secretariat.

THE NATIONAL YOUTH CONVENTION III

1. Introduction and Background

The first National Youth Convention I (NYC) was held in 1997 while the second was held in 1998 under the theme “Recreating our Republic”. The first and second NYC were organized and convened by The Youth Agenda (YAA).

The third NYC is convened is being organized by twenty youth organizations and convened by the Youth Agenda. The activity is a two day event bringing together 2,000 youth leaders from around the country.

2. Purpose of NYC III

The NYC III has a theme of “Organizing, Liberating and Recreating Kenya” has three main objectives

2.3 Make key resolutions for the next 10 years

3. Structure

The NYC is being organized through a network of youth organizations through the Preparatory Committee (PREPCOM). Decisions are made by the PREPCOM in consultation with key networks. The Youth Agenda is the convetion and hosting organization

National Youth Convention (NYC) III

“Organize, Liberate, transform and Re-create Kenya”


In 1997 and 1998 Youth Agenda coordinated the National Youth Convention that mobilised youth leaders across Kenya to deliberate, discuss and resolve various issues affecting young people and chart a course towards more proactive involvement in national issues.
The aim of the Conventions was to reach out to a wide array of young people of different social, economic, religious and ethnic backgrounds and concretise a shared youth agenda. There were many resolutions passed at these two Conventions, one of which was to ensure the NYC becomes an annual event where youth convene to review and refocus on issues affecting them and their role in national development.
At NYC I 300 youth leaders from around the country were mobilized to deliberate, discuss and make resolutions on key issues affecting youth people and provoking the youth leaders to be more proactive in addressing youth interests. The key outcome was the formation of Youth Agenda, a national NGO mandated to reach out the wider youth constituency to further sensitize and “consciencitise” youth and encourage the implementation of the resolutions arrived at. Youth Agenda continues to implement this mandate to-date.

NYC II, buoyed by the success of NYC I mobilized 500 youth leaders from around the country with the theme “Challenge Of National Rebirth, Our Responsibility Our Place” to assert the role of young people in the nation’s rejuvenation. Fifty (50) resolutions were made in key discussion areas of education, constitutional reforms, trade and entrepreneurship, unemployment, and elections and leadership.
Although some resolutions of NYC ‘97 and NYC ’98 were achieved, many were not. The failure of the achievement of the resolutions passed may be in part attributed to the lack of a monitoring system in place and an annual evaluation of youth peers on the achievements made. It is also attributed to the lack of sustained funding to enable hosting the event. Inevitably, the momentum was lost. Nearly ten years later, and in light of the many issues arising in Kenya since the 2002 General Elections youth once again find themselves uncoordinated and unfocussed. The solidarity built in the years preceding the general lections seem to have been lost. It is time once again to re-launch a coordinated youth front.
In line with the tradition set by NYC ’97 and NYC ’98, NYC III 2007 shall set the millennial agenda for Kenyan youth. The focus shall be on achieving a common strategy that enhances youth visibility and participation in the economic and political processes in the country. The NYC III shall acknowledge the youth and youth organisations have made great strides in the achievement organisational and personal ambitions. Youth have been active in the political, social, economic and environmental spheres aimed at making a “better Kenya”.
However, there is need a common platform on which we base our actions where every young Kenya may put to task their leaders on what steps they are taking to achieve the “better Kenya” that we all strive for and irrespective of our different ideologies, political, religious and ethnic affiliation. NYC 2007 shall put in place a system of monitoring and evaluating implementation of resolutions agreed and impact of youth involvement at community and national levels.
Objectives:
· Review the status of implementation of NYC ’98 resolutions and evaluate the gains made by young people since 1997;
· To share experiences and lessons on how youth have addressed the challenge of leadership; and
· To chart a common course on national economic, political and social priorities to be lobbied for by the youth.
To establish mechanism and processes that will operationalize the thematic areas in order to secure and realize young peoples engagement and impact at all levels.
The key discussion issues shall include:
The key discussions and resolutions of NYC III shall be founded on five key pillars as follows:

1. Ethical and transformative leadership: Leadership is the most important pillar of recreating the republic. Educating all young Kenyans on good governance and empowering youth on the essence of transparency and accountability is imperative for efficacy in national resource management. Currently, Kenya’s institutions of leadership are characterized by mediocrity, lack of vision, impunity and corruption. This leadership is largely accessed through inheritance, violence, corruption and on the basis of tribalism. The leadership (not merely leaders) that Kenya wants today must be ethical, accountable, visionary and transformative leadership at all levels which is founded on sound principles, standards, values and expectations. Kenya requires a new leadership that is visionary, based on knowledge and research and that is faithful to the true interests of our republic.

The NYC will engage in efforts and programs geared towards encouraging leaders of accountability, transparency and inclusivity through its networks. Already, networks are engaged in Movement of Political Accountability MOPA).


· NYC III will call upon all the members of the 9TH Parliament to pass the Sessional Paper on the Kenya National Youth Policy before the end of life of this Session in order to further entrench youth engagement in national planning, governance and development.

· NYC III will promote the use of the “code of conduct for youth participation in politics – the challenge to leadership” to monitor the principles, standards, values and missions of public and other institutions.

· NYC III will explore other mechanisms for young to hold public programs, private and social institutions at all levels accountable


2. Resolving our identity “dilemma”: Culture is a paramount pillar of the project of recreating the republic. We have witnessed a culture in Kenya dating back to the pre-independence period a culture of treachery, betrayal, and exclusion; a culture that rewards the bad elements and those who do not work and punishes those who do well and those who work. It is a culture of injustice. The youth have suffered most through out history on modern Kenya. We want to define a new value and cultural framework that supports the vision of a new republic. This requires that we must engage in resolving our identity dilemma as a republic and define what the acceptable, celebrated and popular Kenyan culture is. We want to define a new “Kenyan-ness”.
Inevitably this must happen within the context of regional integration processes, the role and place of citizens in the East African Community (EAC) as well as our position on (and perhaps in) the Union of African States.

3.Equity: factors, actors and influences (as they influence resource allocation and distribution): Our current political process is to a large extent based on “personalities” rather than “issues”. Political institutions such as political parties have been blocked from evolving and becoming institutions of political participation and good governance. Ours is “politics of exclusion” that excludes young people, women, people with disabilities and minorities and sections of the country that did not vote for the sitting president.

The political leadership largely performs in ways that betray national interest and serve the narrow elite interests of those in power! The youth have suffered under this political order. The youth have become the fodder for this political order not the foremost drivers of the national agenda and governance. No sector is served best under this political order. This political system must be transformed, if not Kenya will diminish, not emerge stronger in this new millennium. The environment will collapse, dependency and inequality will increase, poverty and unemployment will increase and the independence of our country will be jeopardized.

The young people will by resolution during the convention seek a system where resources are distributed equitably among Kenyans as opposed to political patronage. Young people shall seek clear laws which protect and ensure that the poor and marginalized such as youths and women access national resources.

4.Economic management – innovative production and efficient distribution: The economy is so important a pillar to the success of the vision of the new republic the young people of this generation want to create. The Kenyan economy remains small and weak to offer 33 Million Kenyans the opportunity to meet their needs and a decent living standard; it is dependent on foreign forces, underdeveloped and inefficient. It is neither a just nor fair economy with limited training and skills development, limited research, inaccessible capital resources to the majority, dismal wages and an unfair tax system. We want a strong, innovative and efficient economy.

An economy based on innovative and efficient production and efficient distribution shall benefit the young people- the majority and most productive members of our society most. This will mainstream the fundamentals of innovative production that serves the innovation that is a characteristically best identified with young – the innovator of our country but also ensure efficient distribution of the production of our society. This is the secret to innovation, creativity and opportunity and therefore a strong and dynamic economy.

· NYC III will propose strategies and proactive measures towards innovation production and efficient distribution of goods and services that youth enterprises engage.

· NYC III will examine existing relevant local and national policies and propose areas of engagement for policy change for local enterprise growth.

· NYC III will seek to audit regional, bi-lateral and multi-lateral trade agreements that threaten the innovativeness, effective distribution, the existence and growth of local enterprises.

· NYC III shall propose the initiation of engagements, platforms and processes that will provide alternatives and desired changes to potentially harmful or retrogressive trade agreements

5. Responsive social institutions: Kenya needs a reliable health care system which is affordable, accessible and efficient. The Kenyan youth through the NYC platform shall seek to interrogate policies and laws guiding this vital sector to ensure that it is responsive to Kenyans particularly the poor and marginalized where the youth fall.

Sustainable national food security is a must for any society. Many nations today are plagued by famine which otherwise can be avoided with sound planning and management. The youth shall engage and ensure that good management is place through advocacy programs.

Transformational and empowering education system not just for employment but for powering the thinking and informing the creation of new better society. An education system that encourages life skill transfers and is in tandem with the labour market.

The youth shall advocate for accessible justice system which ensures that all especially the youth have access to information and representation. We are experiencing lack of and or inadequate information on ones rights, lack of resources and a bureaucratic legal process. In particular, the youth through the NYC III shall by a convention resolution seek to implement programs geared towards monitoring the implementation of Governance, Justice, Law and Order Sector’s (GJLOs) outputs.

Young people have identified corruption as one single most hindrance to service delivery in key sectors such as health, education, security, Justice and employment. In this, the NYC III will make a resolution on key engagements aimed at curbing corruption such as networks monitoring the devolved funds and also the implementation of the GJLOs outputs.
Participants
The Conference will bring together 1600 young Kenya leaders according to the following criteria:
· Aged 18 – 35 years with demonstrated leadership qualities
· Regional representation
· Gender balance
· Religious representation
· Sector interests (by sector e.g health, education, environment)
· Type of organisation: business-related, political party, professionals, etc
· Special category:
- people of over 35 years and whose distinctive achievements can be utilized for the youth’s good;
- selected youth leaders from around Africa; and
- Government departments in the Region with youth programmes.
Conference organisation
1. Pre- Convention
Pre-convention activities shall be undertaken in order to build information on youth views on Convention’s thematic areas and generate support for the NYC, and will include:
- participation on radio and television talk shows
- (breakfast) meetings with media owners and news editors of leading national and regional newspapers and magazines
- Messages in print and electronic media on youth participation in social, political and economic development
2. During the Convention
NYC 2005 shall have plenary sessions where all participants shall be involved in debates and discussions with a panel of discussants on various issues.
There shall also be thematic group sessions, facilitated by experts in various areas. The thematic groups shall be action-oriented in their discussion. Participants in the respective thematic group discussions shall agree on key actions and assign responsibility and time frame for the implementation of the agreed actions.
Individual participants shall also be expected to develop action plans on how to share and implement the agreed resolutions in their respective communities/organisations. Participants shall be assigned a “counsellor” to support them develop the action plan.
3. Post – Convention
After the Convention, there shall be need to disseminate the resolutions of the Convention to ensure that they are accepted and implemented by a wide array of young people. This may involve revisiting the audience involved in the pre-convention activities.
Conference administration
NYC III shall be coordinated a Preparatory Committee (PrepCom) that shall be constituted by Youth Agenda. The PrepCom shall be responsible for conference organisation and oversee post-conference activities, including the coordination of individual action plans. In addition the PrepCom shall:
· Develop the thematic areas for discussion;
· Identify and secure speakers to the Convention;
· Identify and secure support from key stakeholders; and
· Identify and coordinate pre-convention and post-convention activities.
The PrepCom shall be supported by a Secretariat, based at Youth Agenda premises. The Secretariat shall be headed by a Coordinator supported by four assistants. The Secretariat shall:
· Identify and secure the conference venue;
· Coordinate Conference media coverage and marketing;
· Contact and coordinate participants;
· Prepare conference material; and
· Organise and ensure documentation of conference proceedings.

Key outputs
The key outputs at the end of the Convention shall include:
· Resolutions developed, strategies identified, responsibilities allocated and time frame indicated;
· “Action Network” established for outreach to disseminate resolutions and develop broader consensus on the youth agenda;
· Individual (stakeholder/organization based) action plans developed to implement the resolutions agreed; and
· Conference proceedings published and disseminated to participants and key stakeholders.
